III.C – Evacuation Procedures

California Security Officers with Registrations (guard cards) must receive 40 hours of training as follows:

  • 8 hours “Powers to Arrest” prior to an Officer standing post.
  • 16 hours of training within 30 days of issuance of registration, 8 of which must consist of two four-hour courses from the mandatory modules and 8 of which must consist of elective courses.
  • 16 hours of training within 6 months of issuance of registration, 8 of which must consist of the remaining two four- hour courses from the mandatory modules, and 8 of which must consist of elective courses.

This course module, titled “Evacuation Procedures” is in compliance with Business and Professions Code Sections 7583.6 and 7583.7 and Title 16, Division 7, Article 9, Section 643 of the California Code of Regulations.

This course corresponds to module III.C of the BSIS Course Outline. This is an elective course under the Course Outline and satisfies the requirement for 2 hours of training under the elective section of the Security Officer Training Laws and Regulations.

III.C Evacuation Procedures – 2 hours

Course Outline & Syllabus Learning Goals

  • The officer will be provided with an understanding of the various emergencies that can occur and the proper response.
  • The officer will be provided with an understanding and working knowledge of evacuation routes.
  • The officer will be provided an understanding of the procedures to implement during a power outage.
  • The officer will learn that as the security officer on site, specific points of contact need to receive immediate information of an event in order to minimize loss.
  • The officer will be provided with understanding of when and how to use PA systems and/or evacuation alarm systems to notify site personnel about evacuations and emergencies.

Outline

Fire/Life Safety and Acts of Nature

  1. Role of the security officer in notification
  2. Ability to render first aid
  3. Announce emergency instructions via a PA system or alarm system

Event of Fire

  1. Security officer to verify fire location and contact 911 without delay
  2. A security officer will attempt to extinguish a fire only if:
    1. All persons are out of the building.
    2. The fire department has been called.
    3. The fire is small and confined to the immediate areas where it started.
    4. You can fight the fire with your back to an escape route.
    5. Your extinguisher is rated for the type of fire you are fighting.
    6. You have had training in use of fire extinguishers.

Weather Emergency/Acts of God (Earthquake)

  1. During severe weather emergencies, employees and others will not be evacuated from the facility but will seek shelter inside the facility.
  2. The role of the security officer is to monitor weather-alert radios and notify management prior to the event.
  3. The role of the security officer is to remain calm, remain on duty/post and direct emergency personnel.

Evacuation Routes

  1. Security personnel should be familiar with all areas of a facility.
  2. Security personnel should have a working knowledge of the evacuation routes throughout a facility.
    1. Location of stairwells
    2. Location of elevators
    3. Location of all emergency exits
    4. Location of emergency utility shut offs
    5. Location of emergency generators
  3. Security personnel may need to escort emergency personnel

Power Outage

  1. Security personnel to inspect battery powered emergency equipment as required.
  2. Security personnel to remain at their post and notify emergency personnel if necessary.

Specific Points of Contact

  1. During a power outage, specific client personnel will need to be notified immediately.
  2. Security personnel will be knowledgeable of all post orders and instructions that detail the client call list (i.e. Building/Plant Manager, Head of Maintenance, Human Relations, etc…)
